The prospects of success of some of the initiatives being put in place are not very optimistic but let’s not forget that the ways of international criminal justice is long and tortuous, nor Pinochet or Milosevic thought it could never be judged by their levies. And we are also in the early days of implementation of these initiatives.

The first thing to note is that the evidence of the commission of war crimes are so abundant now and therefore there strong legal basis to initiate sanctions procedures of these facts. The indiscriminate attacks on civilians, the use of weapons like white phosphorus bombs, the deliberate targeting of UN buildings or ambulances and Red Crescent and other NGOs, to name only the most egregious examples, are all including grave breaches of the Geneva Conventions should at least be investigated.
